I've always wondered about the 1 to 1 deal myself but the bottom line for me would have to be, if I wanted to eat at a place I'd eat there and pay the price, whatever it was and however it was charged but the 1 to 1 would probably be more of an incentive to try one new place over another, so it's a pretty good marketing gimmick, IMHO.

I would never use a credit card on the French side as P Madden suggested for just the reasons cited.

And I really question the possibility that the even exchange can be offered because of where a restaurant purchases it's food offerings. That just doesn't sound very credible to me, but again, I don't really care if it's a place I want to try.

We have paid by credit card on the French side in restaurants which do not offer the 1 to 1, and have specifically asked if the charges will be made in Euros or dollars. In every case we were charged in dollars so the exchange rate was known before we paid, and we had no currency conversion fee on the credit card. Some credit cards do still charge a "foreign transaction fee", (not a currency conversion fee) even if the transaction is in US currency, but our US Airways VISA card does not.
