I am wondering if the Green House has opened up yet over in Pelican.

Noy yet. went by yesterday, said closed for renovations.

I thought they were going to try to have a soft opening during the Heineken Regatta but I guess it didn't happen

I read on TTOL that they were open for drinks only during the Regatta.

That is correct - the bar was open during the regatta. They have apparently filled all the bar/wait staff positions so hopefully it is not long before proper opening.
