I just happened to have a bill from an old car rental from Lesley aka Kennys Car Rental.. but unfortunately, it doesn't have a toll free number on it. The numbers listed on this bill are:

599-545-3201
599-557-5276 - cell
599-545-5656

I know he has advertised toll free numbers but I can't find them at the moment but if I were you I'd send him an e-mail - bruce@sintmaarten.net - he's never failed to answer me at that address.

Or you could check his web-site - www.kennyscarrental.com - and see if there is a toll free listed there.
